The new round of China’s power sector reform marked by “Document No. 9” focuses on solving the problem of lacking market mechanism in the electric power industry, and set the goals and tasks of deepening reform of China’s power sector. It is more than three years since the implementation of the reform, with the liberalization of power generation& consumption plan, the verification of transmission and distribution fees, and the open-up of electricity retail market and incremental power distribution business, these great successes have brought various market players rich dividends. In 2018, the electricity power market is still staying in the medium and long-term market, while the spot market has entered the pilot stage. Only when the spot market is fully launched can the value attributes of electricity, a special commodity, be brought into full play.
It is required by the State that “By the end of 2018, the pilot spot market should be started; and by 2020, the spot market should be fully launched". The pilot spot market in the South China (starting in Guangdong), West Mongolia, Zhejiang, Shanxi, Shandong, Fujian, Sichuan and Gansu province has already started. At present, these pilot areas are actively carrying out preparations for scheme design and rulemaking.
By the end of 2018, according to the official data of the Traffic Administration Bureau of the Ministry of Public Security, the total number of new energy vehicles (NEVs) in China has reached 2.61 million, accounting for 1.09% of the total number of vehicles. Compared with 2017, the number of new energy vehicles has increased by 1.07 million, 70.00%. According to statistics, the number of new energy vehicles has increased by an average of 500,000 annually in the past five years, and it is accelerating. Since the Pilot Spot Market is about to start, the participation of energy storage, new energy, electric vehicles and charging piles in electricity market has been expected to become a very important trend.
